Justipedia explains Private Road

An example of a private road could be a road that a farmer constructed on his property to be able to access all his farmland with a tractor. In this circumstance, the road belongs entirely to the farmer as long as it is on his land. The farmer may permit other people to travel on the road. For example, if the road provides a shortcut for a neighbor, the farmer may allow the neighbor to travel on the road. However, people who do not have the farmer's permission would not be allowed to use the road.
