David has focused experience with mission-essential matters involving procurement and grant fraud, suspension and debarment, disclosures, and parallel criminal prosecutions and Civil False Claims Act cases. David is a leading practitioner in this area, and one of a very few private practice attorneys who has served as a Suspending and Debarring Official (SDO). While an SDO and in leadership roles in a highly active Air Force office, David signed nearly 300 debarments and worked or supervised more than 2,000 suspension and debarment cases. David also coordinated thousands more fraud cases as the Air Force Procurement Fraud Remedies Director, and that role provided David with an industry-leading understanding of the possible government responses to allegations of fraud. David also served as co-chair of the Department of Defense Procurement Fraud Working Group, and a member of the leadership team of the Interagency Suspension and Debarment Committee. Since rejoining private practice, David has successfully defended cases across the procurement fraud spectrum before the Department of Justice, military departments and civilian agencies.
