Mr. Fay was a Deputy Attorney General for the State of New Jersey, Division of Criminal Justice from 1972 until 1978 and Assistant Project Director for the White Collar Crime Investigation Unit from 1976 until 1978; Assistant United States Attorney for the District of New Jersey 1978 to 1986, Deputy Chief of the Fraud Division 1983 to 1985, and Chief of the Appeals Division 1985 to 1986. From 1986 until 1999, he was engaged in the private practice of law with Carlin, Maddock, Fay & Cerbone in Florham Park, New Jersey.
His professional awards include two Special Achievement Awards from the United States Department of Justice for superior performance as an Assistant United States Attorney in 1983 and 1985; commendation by the Federal Bureau of Investigation for the investigation and prosecution of an FBI Agent, 1985; and, commendation by the United States Department of Agriculture, Office of the Inspector General, Washington, D.C. for successful civil litigation concerning fraud in a government program, 1980. He was an instructor and lecturer for the Attorney General’s Advocacy Institute, Washington, D.C., teaching trial practice and procedure to newly appointed Assistant United States Attorneys from across the country, 1984-1986.
