During law school at Washington and Lee School of Law, Regan served as Lead Articles Editor and member of the Technology Committee for the W&L Journal of Energy, Climate, and the Environment. During his third year, he worked as a caseworker for the Washington and Lee Black Lung Legal Clinic, which represented indigent coal miners in obtaining Federal Black Lung Benefits. As a caseworker, Regan argued before an administrative law judge on behalf of his client, took depositions of experts, and wrote trial and appellate briefs for various administrative courts.
Regan also participated in the law school’s Habitat for Humanity program during his time in law school, which helped build houses for underprivileged citizens in Rockbridge County, Virginia.
